The belt pulley is supplied oil from the transmission. There is a small sump at the belt pulley which overflows back to the transmission. However, there is no drain and the belt pulley is the high point of the transmission. Since there is no drain, any moisture in the transmission tends to accumulate there as condensate. It will eventually ruin your belt pulley bearings, especially if you don't use the belt pulley. What you should do is loosen the three bolts on the belt pulley retainer flange and pull the assembly out enough to let the pulley housing drain. You will likely get some water along with the oil. Then button it back up and put in about a quart of oil through the belt pulley fill port. Make sure not to get dirt on any of the mating surfaces of the flange. There is no gasket there, only shims to adjust the belt pulley gear lash. Therefore all has to be super clean to avoid an oil leak.
