*IF* the pump is OK, and the relief valve is not stuck open, then it's time for an externally supplied pressure test. The oil must be going somewhere, and the test will reveal where. You'll have to pull the pan again. A small hand pumped tank type sprayer will do the job. The gauge would be a good place to connect to.

I used this type test to find worn cam bearings on a 9N.
