I had quite a bit of front wheel wobble on my H. The bushings also wear out in the upper bolster. You can order a bolster rebuild kit that has every thing you need to do a rebuild. Minus the sector gears. 2 other places to look. Check the locking coller in front of the steering support bar. This is the bar your lights are attached too. If it is loose you will notice when you turn the wheel slow that the whole shaft moves in or out a bit until it wedges aganst the bar then it turns the sector gear. It has 2 allen screws. Loosen these and get it as tight as you can aganst the steering support. Mine gave a 1/2 inch of play into the steering. Check the connection at the U joint on the steering shaft. There is a slot in the shaft that connects to the U loint. A key fits into this slot. Mine is worn and a lot of slop results from this. A wider key can take out the slop. You can check my web site. I have a couple of links to a Bolster Rebuild on my H. Not saying its the right waty to rebuild a upper bolster but its how I did it.
