Typically if an airconditioning system has leaked so much freon that the compressor will not kick in then the only thing you can do is take it to a licensed repair shop. They will have to use a vacuum pump to evacuate all of the air and remaining freon from the system. In the US they are required to have a recovery system that captures any remaining freon so that it does escape to the atmosphere (global warming). They will also do a leak test to see where the freon is going so that it can be repaired.
