John: Sounds as though your caster may be off. When you look the tractor over from different angles do the front end caseings for spindles have the same angle to vertical. The clamps that clamp axle adjustment, the center pin hole may be worn and these may be clamped tight at different angles. If it were toe in I would think it would act same both ways on steering. Ocasionally those clamps come loose and if operator is not right on top of it the holes for center pin soon get egg shaped. That utility axle is a bit unique also. I know in rebuilding those hole in a Farmall you want the spindle shafts slightly ahead of vertical at bottom. I would say the one that is cutting into ground is wrong, compare it to the other one and go by that.
