It's hard to tell from your description. Do you mean the 3 pipe plugs? If so, the big one on top is the fill plug. The top smaller one is the level plug, and the lowest is...you guessed it, the drain plug. The steering box should be filled with gear oil until it runs out the center plug. Not hydraulic oil.

It's time to drain yours to remove any possible water and re-fill with 90 wt gear oil. Water is a major problem with these.
