Could be several things. First make sure you have enough oil. Should be slightly below oil fill with levers in the rear position. Use Hytran hydraulic oil. Your screen could be plugged -- remove three small bolts below the fill hole and it comes out, there may be a rod in the way. The hydraulic pump not working is not very likely, unless it has been run without oil, or if the oil was changed and it did not prime. There could be air in the system, this is usually fixed by cycling the levers several times, usually done after an oil change. Or, your resevoir, whch has several channels, o-rings etc, might need to be removed and cleaned -- kit from IH is about $90.
