Fast Idle For 706

The most I can get out of my '64 gas 706 is
1800 rpm,every thing was set according to the
operator's manual& shop manual.if I pull back
on the governor rockshaft lever the RPMS will
come up to the 2530 it should be but the
governor pulls it back to 1800 when I let it
loose. There is no surging, there is a lot of
force when I hold the lever.The tractor starts
and runs great and smooth at the high RPMS
and at low idle.Is this a governor problem or
what ? Thanks for your help G. Strub
