There is a fixed ratio between the engine and the PTO shaft. It depends on what tractor you have. The PTO turns at 540 when the engine is at the rated governed loaded speed. Per my Super H manual, the governed speed is 1650 rpm divided by the PTO at 540 rpm or 3.05 to 1. If you have a different tractor with a different full load governed speed the ratio would be different. The engine idle speed should be about 400 to 450 on an H with a 132 rpm on the pto shaft. Roger
