I may be a little out in left field here but the only reason I see would be that the generator was making to much voltage an the 3 position switch was bad. Thus instead of putting in a new 3 position switch to regulater/shut off the voltage to the battery they put in another push pull switch. Or maybe the preson did it thinking that they would just mess with someones mind down the road by adding something that wasn't needed LOL. Just my three cents worth for what it's worth
