300 Throttle help

Please help. Working on grandfathers 300, and have no throttle response from the 12o'clock(low idle) position untill about the 2o'clock position. Atlow idle the connecting arm in front of the fuel tank on the upper throttle rod is in a straight down position. Moving the hand lever to the 2o'clock position only produces a slight side to side motion instead of up or down. Could the upper throttle shaft have been rotated 180 degrees in the throttle hand lever? All governor and lower throttle linkage seems to be working properly. We have been at our wits end over this for many years now. Any input is greatly appreciated, Thanks.......H
