IH 254 diesel power problem

I have a 254 as does my neighbor. After about 20-30 minutes of mowing his looses most power like it isn't getting enough fuel. At first we thought moisture so we drained tank and changed fuel filter. Seemed to work then after about 30 minutes started loosing power again. Checked the fuel solenoid and it was extremly hot so we put a new one on today. Again after 30 minutes lost power. Any suggestions as to what the problem could be? Thanks ahead of time!!
