Have you adjusted the surge bumper/spring? On an A it is on the bottom of the governor; you turn it up or in 1/2 turn at a time until the surge stops. Turn it up too far and it will raise the idle. I identify with your excitement; I started my A for the first time since September 2002. Like you said, I got it stuck together just enough to get it running. I should have the rest of the sheet metal painted by the first of June. I ran it about 20 minutes and I could still lay my hand on the head. Good luck Bill
