To answer your questions - yes, and yes. The bolt "through the top" is the end of a tapered pin that goes in a flat spot on the impeller shaft. The pin HAS to come out before the piece will come off the shaft. Being tapered, the pin can be wedged in there pretty tight. To get mine out, I loosened the nut until it came out flush with the end of the pin and used a large brass punch to hit the nut. Once it moved, the nut was removed and a small punch drove it the rest of the way out. If your impeller shaft moves in and out ½" then your thrust washer/impeller is probably badly worn. The two little springs on the long bolts are supposed to hold the impeller away from the block and near the pump housing to better move coolant.
