Here is what I recall from rebuilding my carb: The Red is right about the packing nut, don't tighten until the needle is in place (it is a piece of graphite and will shatter so don't overtighten.) The felt goes into the bottom of the carb, should be a little plate tapped overtop of it on the bottom of the outside of the carb and the kit should have a new one (I think it was brass). It is a weep hole for excess gas.
