Sounds like it's not hooked up the "factory" way to me.
biggerred, take a look at the hoses. I bet that the small hose comes out of the pump by the distributor and goes straight to that valve on the clutch housing.
It's bypassing the valve in the "box." That's why the valve on the box doesn't do anything. The box is only being used as a reservoir.
The way it's supposed to work is how Bob M describes. Yours is not wrong, just different.
