Timing H magento ect

Iam having trouble timming my H.I have installed the mag and set it the way the book said.However its says to have the top of the mag closest to the block and than rotate the engine 1 turn to the next tdc and than pull the top of the mag away from he block and the impluse should click.I can not get this to happen.I have tried it many times.Could the mag to govenor gears be off.The tractor wont start.I purchased this tractor and the person had rebuilt the motor but never had it running afterwards so I dont know where Iam at.
