The TA was designed to give additional power when needed when it was necessary to provide additional power due to increased power demands. That means that you use the standard gears available and remain there unless additional power is needed, such as when reaching a hill / incline / harder soil. Once the additional power is no longer necessary, then return to the standard gear (release the TA). The TA was not the same as a high / low range shifter or other more recent transmission systems but it was in its time a great improvement. As a point, you are now going uphill with 4-16 behind and the engine is bogging down, you can stop and shift but to again proceed you will have to go down several gears just so you can again start to proceed.
