Yep, locked up with the starter off. We did pull a pretty good sized mouse nest out of it. (my compliments to my brother!, didn't want to stick my hand in there) Tried pulling it forward and backwards, still watching the fan blade, didn't move. Checked the pressure plate as best I could and everthing looked normal. I wasn't there when my brother did the crowbar act but he said he moved it just a little bit then tried the starter. Started right up and hasn't given any more problems.

Up till then, this tractor had been running a corn grinder and pulling a trailer. It had new unfilled rear tires and no wheel weights.
