I, thankfully, have no personal experience with a TA going out, but it sounds as though yours doesn't work on the high side, leaving the low side which freewheels going downhill. What you are describing certainly sounds like free wheeling. This is a bad thing, potentially dangerous, and doing it will destroy what's left of your TA, and maybe other things as well, sooner or later. First thing to try is adjusting the TA and regular clutches according to the directions in the manual, maybe that's the only thing needed. Otherwise, please avoid going downhill until you get the TA fixed or replaced; don't want to read about your accident in the newspaper.
