I think!!!. The one on the right that'ds shaped like a banana is bent. The one on the left being higher than the one on the right is normal since the right wheel is in the furrow/ Set a block under the right side to even them for hooking up, kind of like setting your bush hog on an old wheel so that you can turn it easily for hooking up.
