It sounds as though your hydraulic pump is loaded continuously, rather than just when it needs to be to make a cylinder move. You should be able to hear a very definite difference in the hydraulic pump's sound and the load on the engine when you move the control valve handle (I guess this is what you're calling the selector valve?) to lift something with the hitch, etc., especially something heavy. If you don't, that's your problem. There are three internal fluid lines in this system: supply, return, and control. The hydraulic pump is supposed to idle when the control line has pressure on it, and work when that pressure is relieved. The control valve(s) are supposed to do that. You may have a leak somewhere in the control line which prevents it from holding pressure. If that is not the problem, more than likely your pressure regulating/safety valve (next to the reservoir in the rear set of ports) isn't operating properly (probably a plugged orifice).
