My '49 C is the same way. Put a brand new IH temp gauge in it and nothing. Took it out and put in in boiling water and it worked fine. Put it back in and nothing. Even when the engine has worked all day plowing, temp is just above cold. It is in the wrong place by design. I do not know why. If you ever see working temp shut if off because it is overheating.
