New eng ines will start well. A faulty manifold can make them not start. Manifolds can have internal breaks that suck exhaust and ruin all pretense at vacuum. Put your hand over the intake of the carb. If it pulls in dramatically, the fuel is not getting in. if it is weak, it is likely an issue with the manifold. Valve adjustment that is way off can do it, but not likely. .020" Let us know what you find. JimN
