International Industrial or Military Gas / Diesel

We have stumbled across an old tractor that I am trying to help a friend identify. It appears to be Military or Industrial or Roadbuilding yellow version of a very heavy International. Magneto has IHC logo, but thats about all other than Donaldson Air Cleaner. Logo above cowl has been pulled off. So I'm really guessing its IH. UNIQUE feature is that it appears to be able to run on Gas or Diesel. Maybe starts on gas and then changes over? Right side of head has spark plugs, but left appears to be diesel. Its 4 cyl but big - about the size of a MM GB and has 7.00-20 fronts and dual 13.00-28 road builder rears. Squareish like an early AC WC but much bigger and Wide front. Radiator appears to not have grill ahead like early tractors, BUT it appears to have power steering. Any Help appreciated.
