Oil filter bolt difference

I am in the process of putting a cub back together and ran into a problem. We bought a rebuilt engine from valu-built farm equipment and I have noticed a difference in the threading for the oil filter bolt. It looks like there is a insert that sticks up about an inch and has the threads in it. I looked closer and it appears that it isn't an insert but is casted with the block. The old block doesn't look anything like it. The bolt is 7/16 fine thread and the new block is 7/16 coarse thread. The inch rise in the new block won't let the cover seat with out crushing the filter. Has anyone heard of this?
