230 With Pipe Loader Won't Fully Bleed, Why??

I have a 230 with what seems to be an OEM 3' pipe loader powered by the hyd pump under the tank. Last Fall I busted a line and never could get the darned thing to fully raise again. It went up 4' and I thought it would eventually work itself out but just got worse again.
I tried parking tail down on the hill to get the rear hitch going and have since worked the hydraulic dump lots and spewed hydraulic oil all over the place getting that far even. Is it easier to open a line up on the loader arm to fill and bleed it as the square headed recessed plug in the top of the pump doesn't make for easy access.
Am I going to have to shove that loaders arms to full extension on something manually to get this full? At present it lifts to 3', both the hydraulic dump and rear hitch work fine. HELP!!!
