Crankcase breather. It actually goes all the way to the governor top. From the top of the governor the tube goes into the head, then under the valve cover there is a pipe that connects the hole in the front of the head to the hole in the back of the head, then to the air cleaner.

By going into the top part of the air cleaner I think it creates a little bit of a vacuum in the crankcase. Not exactly a positive crankcase ventilation (PCV) like newer vehicles have, but a nice start.
