If you had the carb off, is the governor peg in the notch where it connects to the carburetor??
If you took the throttle valve out for cleaning, is it correctly centered again? Being off center or upside down can cause a fast idle.
The screw positioned right where the governor connects to the carb is the idle RPM adjustment; back it out to slow the engine down.
PLEASE DO NOT FORCE THE MIXTURE SCREWS TIGHTLY INTO THEIR SEAT; DAMAGE WILL OCCUR!
The other screw located higher on the carb is the idle mixture (low speed) screw. Start at about 1 1/2 to 2 turns out then fine tune after the engine is warm and idling @ 450 RPM.
The main jet (high speed mixture) screw is on the bottom of the carb; try 2-3 turns out to begin with. Adjust when warm by running at fast idle (wide open throttle), turn the mixture screw in slowly until the engine begins to slow down(lean mixture), then turn the screw out 1/2 to 1 turn. Turn the screw out too far & the engine will begin to smoke & slow down also. That mixture is way too rich! Half way between too rich & too lean is good.
Now idle down & recheck the low speed mixture and idle RPM's.
