Jason if this is a true 1940 h it didnot have a torque amplifer .The lever you are pulling is the hydraulic pump it is on right side of tractor by gas tank about a 3/8 '' rod .When clucth is pushed in the pump dosn't work the clucth has to be out to make it work. The humming you hear is the pump working. If you have a cylinder hooked to it it will work just fine. If you have a ta then you have a hybrid. I would put wheel weights on rather than chloride. Hope this dosen't confuss you more.
