Byrce the independent PTO has a planatery gear set in that rear housing to reduces the high idle from 1550 down to 540. There are a lot of gears that still turn in the IPTO housing even when the lever is locked forward. If you don't have the bands adjusted just right for the off position it will heat up the oil and overflow the vent tube. Like the other posts I usually leave mine in the on position. In the on position it also puts the lever back out of my way also.
