RET - I gotta agree with Steve - sounds like your problem is simply an underdamped ammeter movement. Here's another "seat of the pants" test I sometimes use: With ammeter needle dancing turn on the lights. If you notice the light's brightness pulsing in time with the ammeter needle swings, you've got a problem. However if the lights appear to burn without pulsing, the charging system is OK as is.
