Remove the clevis pin for the carb/governor linkage. Set throttle lever and throttle plate wide open. Clevis pin holes need to line up. Adjust clevis accordingly and leave linkage a turn or so longer. That's how you synchronize a governor. Make sure spring and governor thrust bearing are in good shape. Good luck, Chris B.
