Mark - A couple things to try before tearing the governor apart: Loosen - but don't remove - the 4 screws holding the horizontal governor to carburetor tube in place (2 screws at the governor riser and 2 at the carb). Wiggle the tube a bit to make sure it is loose. Then while lifting up lightly on the GOVERNOR end of the tube, tighten all 4 screws again. Now run the tractor and see if it's any better. If that didn't help, remove the cover from the governor riser tube (it's the sloped cover with the vent tube running out of it to the head). With the governor handle set to "idle" (lever all the way forward) check to see if the bellcrank that lives under the sloped cover moves freely up and down. If it does not, problem could be a bent/sticky throttle shaft in the carburetor, or a problem inside the governor itself (like a bad thrust bearing or the housing full of sludge). There is also an adjustment on the bellcrank at the top of the governor riser. If it's not adjusted right the governor won't work correctly. I forget the procedure right now but can dig it out of my stuff at home tonite. Good luck!!
