sounds like it could be number of things. first it sounds like you have a gas flow problem since it takes a while to get the rpms up. could be a plugged fuel screen in the sediment bulb or a plugged gas line. Pull the plug out of the bottom of the carb to see if you get good gas flow after you check the screen in the top of the sediment bulb. then you need to check the spring on the govenor to the govenor rod it is a little 3/4" or so long spring. If that is broke it wont work right. My tracotr at one time only had one speed no matter where you set the throtal lever it ended up being a bad govenor. good luck and let us know what you find out.
