On that cross bar for swinging to attach to, it is just 5/8 x 2 flat bar with perpendicular flat 1/2 welded to ends. If I were building one from mild steel I would use 5/8 x 3 flat bar, give a bit more strength. The other item I don't have measurement for is how far fore or aft on tractor to place. The best bet on that one is cut to length, drill hole for swinging drawbar, fit it in place so swinging will just fit in back cross bar at center, and be able to swing both ways unobstructed.

Another novel idea is to shop around for another U shaped drawbar complete with mounting hardware. Put that one on front side and lengthen the swinging drawbar to suit. The beauty of this is it creates a great step for getting on tractor and also if you have the Super A plow, when you mount plow all you need do is remove the rear drawbar and no fiddling around fitting it on front. it cuts that plow mounting time in half. I don't know how old you are but at 60 I sure enjoy the step. Kids love it to.
