Remember that the float is being placed a certain distance from the top of the carburetor. Placing the float a greater distance from the top with the needle closed means that the float will stop the flow of fuel at a lower level in the bowl. That may solve your problem. There is one other thing that can cause the problem you have, but if I explained it satisfactorliy, try this one first.
