If you cant see the adjustment you probably have the newer type. First ones on 300, 400, 350 and 450 had two screws under 3" long metal cover on top of take off. A few of the 460 and 560 also had this pto. If you don't see that cover your adjustment is internal with a special tool through the oil fill cover. The stop brake however is on the engage lever and if that will not stop it the news is not good. PTO rebuild will be answer.
