Int'l 454 Transmission Shifter rods

The mechanic finally got the top off the transmission and found a shifter fork broken and excess wear on the shifter rod that hold the forks in place. It looked like one of the ballbearings that holds the fork in a certain gear had disintegrated and bonded with the rod. Is this possible?
Also, the rod looks like it can be emery clothed down smooth and a new ballbearing put in. The notches for the various gears on the rod look to be fairly clear and the edges ok to hold in gear.

Question: Should a new rod be put in or repair as above? We will also be replacing a shifter fork.
