You have to be careful when putting the carb. back on to get the shaft coming over from the governor to the throttle plate lined up correctly. It sounds as though you're having problems about where the governor takes over from the idle circuit, so you may not have this lined up correctly. LOL and let us know what turns out to be the problem - it's always useful information.
