I have had the same problem on both my tractors, and basically you have two choices: 1) cut it off, drill it out, or 2) use jb weld and a bronze bushing. The first is self explanitory, lots of elbow grease. The second works neat. Since both the shaft and the hole in the pedal is worn, you bore out the pedal to loosly fit a bronze bushing, then you glue the bushing on the shaft with j b weld. Of course, clean it well, and if you want, drill cross holes in the bushing for the jb weld to come trough and hold better. Afterwards, file off the harden jbweld. Good luck!!!
