I think that maybe check to make sure that the choke is opening up all the way. Also make sure not to overlook the intake cap cover screen for they do plug up and restrict air. These are on the verge of being too restrictive even when clean. Also make sure that you have not over filled the air filters oil bath with oil. The float should be checked to make sure it moves freely for they can stick sometimes. Many times a sticking or high float level problem becomes more noticeable when running on hills. The float seat and valve should be checked for how well it is seating for it should seal under just the floats own weight when the carb. is off and upside down, Otherwise they should be replaced.
