Remove the air cleaner hose at the carb and run the engine to determine if there is a intake restriction.
Is the camshaft correctly timed to the crank? Hard to determine without removing the front cover.
Set the timing so it fires at TDC (double notch--engine not running) and check for advanced timing (single notch--engine at fast idle) with your timing light.
Is the engine using oil and fouling plugs that way?? Wet black fouling = oil consumption. Dry sooty fouling = excess fuel.
