Cylinder bore damage - SMTA

A friend showed me this last nite: While attempting to extract a badly stuck sleeve, the sleeve fractured causing an improvised sleeve puller to punch this hole in the side of the cylinder bore. Opinions please - can this hole repaired, and if so how? Or is this beyond salvage the block should be scrapped? (When repaired the tractor will be used for occasional light duty service - pulling a wagon, raking hay, etc. - no heavy drawbar work.) Thanks!! ...Bob M
