i'm guessing here:
the pto shaft is probably attatched with a shear pin/bolt. or a shear bolt clutch hub assembly is attached to the shaft and then the pto shaft is attached to that. i would suggest looking at other snow throwers of various makes. you may also find a part to make it work on a silage blower. new pto shafts are available from many suppliers and you can get or make them the length you need. hopefully others will chime in here
