I would be willing to be its not the filter but hte sediment bowl.Take the filter back out and see if it flows then.Seems theres a lot of sediment bowl problems nowadays,at least thats what my problem was.If fuel flows from the line,make sure you have the filter itself installed the right way and that its not specifc for a fuel pump.(The guy I get my stuff from sayd that there is a difference on some of those filters.)
