They're right on. The spring is broken. They're also right that is simple to replace. Be GENTLE, however, when removing the governor "cover". You don't want to lose the thrust bearing(s) out of the flyball governor end. You also don't want to pull the governor gear clear of the timing gear. This makes an easy job a little harder for a mechanic, real hard for a novice.Also, be gentle when removing the throttle rod from the arm. These have a tendency to break on occasion and ruin your day.
