International 340 Utility Questions

Looking at buying an IH 340 Utility. Has a loader that looks aftermarket and an shop built 3 point. Has power steering that needs work. This tractor was used by the county for some reason. It is painted yellow over the red paint. Tractor seems to be in decent shape otherwise.

Questions are:

1) How much does this tractor weight with or without a loader? I need this for hauling purposes.

2) This tractor does not have a PTO. Has a blockoff plate on the rear. How much money and trouble is it to convert one to a PTO. Is a live PTO possible? What would that take?
