I alway thought IH discs looked light. I always told dealer that it was just him being cheap, ordering them with light disc blades, arbors, etc. If you ever looked at literature for ordering a new disc, about 20 different blades, diameter and guage. Differences also in arbors, spacers and bearings. My dad bought one of the first wheel controlled discs in our area, not an IH. Again dealer ordered this one in with heavy gangs. It sold a lot of discs for him, only one problem, he ordered the ones that followed as light as they would build them. Regardless of make of disc, look it over well, compare it with other discs. You can get disc blades different thickness at center, different size spacers, (lot of weight in spacers)
