Im working on a cub right now
I do not believe there is a way to clean the screen unless you remove the oil pan.(correctly)
You may be able to blow some carb and choke cleaner through the filter cavity down to the screen through one of the ports that are in there with some compressed air but i havent tried this.
the pipe next the the oil filter is to drain the oil from the oil filter when you change the filter.
